The overall goal of the plan is to complete the emission reduction targets of major pollutants discharged by the state in 2015, improve the quality of urban and rural environment, ensure effective environmental safety, and make significant progress in the construction of three major projects: basic laws, regulations, economic policies, environmental technology, administrative supervision and environmental culture. The five systems are basically formed. The broader pattern of environmental protection has been consolidated.
On the basis of inheriting and carrying forward the valuable experience of environmental protection work in 11th Five-Year, the plan, based on in-depth analysis and scientific understanding of the new situation and new tasks faced by the "environmental protection work in 12th Five-Year", is closely related to the theme of scientific development, focusing on ensuring the improvement of people's livelihood and raising the level of ecological civilization, so as to "improve environmental quality, ensure environmental safety and serve scientific development." 1. The environmental protection work in 11th Five-Year has achieved remarkable results.

As of 2010, the reduction rate of chemical oxygen demand (COD) and sulfur dioxide (SO2) emissions in Shandong province has reached 19.4% and 23.2% respectively since 11th Five-Year. The rate of reduction has ranked third and fourth respectively in the whole country. The cumulative reduction rate of emission reduction targets reached by the state is 130% and 116% respectively. In the case of the two digit growth rate of the province's economy, the chemical oxygen demand (COD) and ammonia nitrogen concentration of the main pollutants in the river in 2010 decreased by 65% and 75.6% respectively compared with that in 2005. The 59 key polluted rivers under control were all restored to the fish growth, and the surface water quality of the whole province returned to the level of 1985. Shandong has successfully completed the task of ensuring the environmental quality of the Olympic Games and the National Games, and the air quality of the National Games has reached the best level of the same period in recent years. The matching rate of desulphurization facilities for coal-fired units reached 95% in the province, which was 20 percentage points higher than the national average. All these have provided strong impetus and fundamental guarantee for doing well the environmental protection work during the "12th Five-Year" period, taking the road of civilization development with production development, well-off life and good ecology, and realizing the new leap of enriching the people and strengthening the province.
Since 11th Five-Year, a series of significant progress has been made in environmental protection work in Shandong Province, but we must soberly realize that during the "12th Five-Year" period, the whole province will still be in the middle and later stage of industrialization, and the proportion of heavy chemical industry will still be larger. The energy structure based on coal will not change much in the whole province, and the strategic adjustment of economic structure and the fundamental transformation of development mode still need to be compared. For a long time, the contradiction between long-term economic development and environmental carrying capacity is still very acute. The urbanization process will further accelerate, and the population and industry will continue to gather in cities. There is a big gap between the growing environmental needs of the public and the current situation of the environment. The situation of total emission reduction, environmental quality improvement and environmental security is facing severe problems. The pressure of total emission reduction is huge, the pressure of improving the quality of ecological environment is further increased, the situation of environmental security and prevention and control is grim, the basic work of environmental protection is still weak, and the challenges of global environmental problems such as climate change are grim.
"Planning" pointed out that the province's situation in Shandong decided that only by thoroughly implementing the Scientific Outlook on Development and insisting on environmental protection as an important focal point for speeding up the transformation of the mode of economic development, and taking the carrying capacity of resources and environment as the foundation, implementing the strictest environmental management system in the whole country, vigorously developing circular economy and advocating ecological civilization, could we optimize the economic development, guarantee and improvement. People's livelihood promotes the highly integration and coordination of economic, social and environmental protection.

According to the plan, during the "12th Five-Year" period, the emission reduction targets of major pollutants discharged by the state were completed, the environmental quality improved significantly and the environmental safety was effectively guaranteed. The average annual growth of GDP in the whole province is 9%, and the energy consumption per unit of GDP is 17% lower than that in 2010. The emission of COD is 12% lower than that in 2010 (12.9% of the industry plus life), and the emission of ammonia nitrogen is 13.3% lower than that in 2010 (13.5% of which is industrial plus life); the emission of sulphur dioxide is 14.9% lower than that in 2010; and the emission of nitrogen oxides is 16.1% lower than that in 2010.
The average concentration of control sections of key pollution rivers in the province is more than 20% higher than that in 2010, and strive to eliminate five kinds of diseases in key rivers. Before 2013, the water quality of the south to North Water Diversion Project reached the class III standard of surface water. The tributaries of the trunk line reached the national corresponding water quality requirements; the proportion of urban drinking water sources reaching the standard reached no less than 90%; the quality of the coastal waters reached the planning functional requirements, and the proportion of the one or two types of seawater reached more than 80%; the annual average concentration of the main pollutants of the 17 cities in the province was more than that of 2010. (two) to build a comprehensive river basin pollution control system of "governance, use and protection", and to achieve continuous improvement of water ecological environment in the province. In accordance with the four standards of the comprehensive discharge standard of water pollutants along the south to North Water Transfer Project in Shandong Province, the new round of deadline management will be carried out. We will strengthen the technological development of comprehensive utilization and disposal of industrial solid waste, expand the market for comprehensive utilization of products, and raise the level of comprehensive utilization of industrial solid waste. We should do a good job in the safe disposal of hazardous wastes and medical wastes. Urban waste sorting and recycling should be implemented to improve the level of resource utilization.
(eight) establish and improve environmental safety prevention and control system to effectively protect environmental safety. Five, "12th Five-Year" 135 billion 600 million yuan to invest in environmental protection.

According to the plan, total emission reduction projects mainly include structural emission reduction, engineering emission reduction and management and emission reduction projects. A total of 2933 projects (investment projects are embodied in the comprehensive watershed management and air pollution prevention and control). The river basin comprehensive treatment project mainly includes industrial sewage treatment and recycling, urban environmental infrastructure construction, constructed wetland water purification project and drinking water source protection project, a total of 1595, invested 62 billion 300 million yuan. Air pollution control projects mainly include industrial waste gas and odor pollution control, dust pollution control and vehicle exhaust pollution control projects, a total of 1329, investment of 22 billion 700 million yuan. Soil pollution control projects include 32 basic projects, including soil environmental monitoring, basic capacity building, soil remediation and remediation, and organic food base construction projects, with an investment of 2 billion yuan.
Marine and port pollution control projects mainly include pollution prevention and control of port and waterway, marine ecological restoration and protection, and marine and port environmental emergency response projects, a total of 174, with an investment of 13 billion 800 million yuan. Ecological construction and rural environmental protection projects mainly include rural drinking water source protection, rural environmental infrastructure construction, comprehensive utilization of rural wastes, pollution control of rural industry and aquaculture, and construction projects of nature reserves and ecological function protection zones, a total of 185, with a total investment of 12 billion 600 million yuan. Solid waste pollution prevention and control projects mainly include hazardous waste disposal projects, solid waste comprehensive utilization, domestic waste disposal projects, and persistent organic pollutants disposal projects, a total of 259, with an investment of 11 billion 600 million yuan.
The construction of environmental safety prevention and control system mainly includes environmental safety protection, accident warning capacity building projects, heavy metal pollution prevention and nuclear and radiation safety supervision project projects, a total of 136, invested 1 billion 900 million yuan. The main environmental monitoring and early warning system, the environmental law enforcement supervision system, the environmental monitoring talent team construction and the environmental management basic capacity building project of capacity and team construction projects totaled 41, with an investment of 4 billion 700 million yuan. Environmental technology and R & D projects mainly include the analysis and breakthrough of environmental bottlenecks, the promotion and demonstration of advanced technology achievements and the construction of environmental standard system, a total of 261, with an investment of 4 billion yuan.
Six, consolidate and improve the overall pattern of environmental protection, and establish and improve four systems.

We should improve the local environmental standard system, and continue to improve and implement the phased and strict local emission standards, so as to integrate organic standards and environmental standards. We should explore and formulate local standards for cleaner production in line with the actual situation in Shandong, establish and improve the best feasible technical guidelines, engineering technical specifications, environmental labeling product standards, environment-friendly product standards, etc., which conform to the actual situation in Shandong, and cover the whole process of production, circulation and consumption, and guide green production, green circulation and green consumption.
We should give full play to the role of price leverage, further rationalize the resource price system, introduce the price of reclaimed water and raise the standard of sewage treatment fees for sludge disposal. We should implement differentiated tariff and water price policy for two high and one capital enterprises and large energy and resource consuming industries. We should further expand the collection level of sewage charges, reasonably raise the charging standards, carry out the pilot projects for dust collection and discharge in urban construction sites, and increase the inspection charges for sewage charges. We should deepen the reform of environmental science and technology system, optimize the integration of environmental technology resources, and promote resource sharing and supply and demand docking. We should carry out applied research on supporting environmental management and scientific decision-making, and establish a diagnosis and linkage system for economy, energy and environment. We should actively introduce funds, intelligence and projects to carry out personnel exchanges and training. We should do a good job in environmental protection international performance such as ODS (ozone depleting substances) elimination and POPs (persistent organic pollutants) control.
Consolidate the four foundations of monitoring, monitoring, environmental impact assessment and emergency response, and strive to improve the level of environmental regulation and safety prevention and control. We should actively promote the strategic environmental assessment of the Shandong Peninsula Blue Economic Zone, the the Yellow River delta high efficiency eco economic zone, the Jiaodong Peninsula high-end manufacturing production base, the Rizhao steel quality base, the provincial capital city group economic circle, and the planning EIA of key industries, key enterprise groups and industrial concentration zones, so as to give full play to the role of environmental protection in macroeconomic regulation and control. Strict implementation of the "first, later, and then approved" EIA approval procedures and construction project EIA approval principles, and seriously investigate and deal with environmental violations of construction projects. Taking environmental quality improvement as the guidance, measures such as "regional limited approval", "watershed limited approval", "industry limited approval" and "enterprise limited batch" should be perfected. We should improve the linkage mechanism of environmental petition, media exposure and environmental law enforcement supervision, strictly investigate and deal with the acts of destroying the automatic monitoring facilities of pollution sources according to law, and severely crack down on environmental violations such as illegal dumping of toxic and harmful substances by tankers, and promptly solve the outstanding environmental problems of the masses.
We should strengthen environmental publicity and education, build a national ecological environment education base, and advocate ecological civilization. We should give full play to the positive role of environmental NGO (non-governmental organizations), actively carry out environmental public welfare activities, take the mass line of environmental protection and establish an environmental protection united front. We should improve the environmental information disclosure and press conference system, publish environmental quality and pollution reduction timely, and implement the system of sunshine government affairs and enterprise environmental reporting, so as to protect the public's right to know, participate in and supervise the environment.
